The 2025 Standards changed what “compliant” means.

Since 1 July 2025, the Standards for RTOs require training resources that “engage, interest, energise and involve students,” not just cover the content. ASQA’s own 2023–24 audit data found 60% non-compliance in performance assessments, with RTOs commonly claiming engagement in their Training and Assessment Strategy that they can’t actually show an auditor.

Static PDFs and Word documents can still be technically compliant. They’re rarely the thing that closes that gap.

Compliant on paper can still mean chasing students through it.

A stack of PDFs can tick every box in your Training and Assessment Strategy and still sit half-read in a course shell. Tim Freeman

Started as a carpenter, then became a Building and Construction teacher at Box Hill Institute in 2009. A year later he built the Institute’s first Certificate IV in Building on Moodle, mostly uploaded PDFs and PowerPoint, because there was no budget for anything better. That gap frustrated him for fifteen years, across most of the seats an RTO has: operations, quality, program management, RTO manager. Now he builds the interactive resources he couldn’t back then, and handles the AI-assisted production pipeline that turns your raw materials into a finished SCORM course.

Sarah Freeman

Has spent most of her career in RTO marketing, most recently with AVTES. She knows what a compliance manager actually needs to see, not just what looks good.
